Zone Zero Requirements in Pasadena
Pasadena watched the Eaton Fire from its own streets
Wind-driven embers travel more than a mile ahead of a fire front. They land in mulch beds, wood fences, and dry plants pressed against siding. That is how homes ignite: from the ground up, in the first five feet.
On January 7, 2025, the Eaton Fire ignited in the canyon on Pasadena's eastern edge. The catastrophic losses fell on neighboring Altadena, but the fire forced evacuations across northeast Pasadena, from the Kinneloa Canyon Road area through upper Hastings Ranch, and it destroyed the Pasadena Jewish Temple and Center on North Altadena Drive.
If your home sits along the Arroyo Seco, in the San Rafael Hills, or in the foothill neighborhoods north of the 210, Zone Zero is written for parcels like yours.
Pasadena's fire history, honestly told →What Zone 0 requires, and when
Requirements arrive in phases. Rebuilds and new construction comply from day one.
Clear the five feet
Mulch, dead plants, firewood, stored items: all of it leaves the 0-5 ft zone. Estimated deadline 2027-2028.
Replace what burns
Combustible fences, gates, and attached decks in the zone get replaced. Pasadena sets the deadline, up to 5 years after adoption.
New fences & rebuilds
No new combustible fences in Zone Zero once regulations adopt. Fire rebuilds meet Zone Zero from day one, with no grace period.
Harden vents now
Ember-resistant vents are the highest-value upgrade you can make today. No deadline needed.
Pasadena runs its own fire department, and its own map
Pasadena is not covered by LA County Fire or LAFD. The Pasadena Fire Department is the Authority Having Jurisdiction for every parcel in the city, and the city adopts the state's Fire Hazard Severity Zone map by local ordinance.
The March 2025 CAL FIRE remap, the first major revision since 2008, moved Pasadena from its old two-tier system to the state's three hazard levels and raised the city's Very High parcel count from 3,911 to 4,610. The additions are concentrated in the Arroyo Seco corridor, the hillsides west and north of the 210, and upper Hastings Ranch.
Enforcement is education-first under the April 2026 state draft. The state framework is the floor; Pasadena writes the specifics that govern your parcel.
Quick answers for Pasadena homeowners
Is this the same as Pasadena's existing brush clearance rules?
No. Vegetation management covers brush across your defensible space. Zone Zero covers everything in the first 5 feet of a structure: wood fences, mulch, plants, and stored items, and it is stricter than any prior rule Pasadena has enforced.
My home is south of the 210, in the flats. Does Zone Zero apply to me?
Check your parcel, not your intuition. The 2025 state remap added properties in the Arroyo Seco corridor and upper Hastings Ranch, and zone boundaries follow the official map street by street. The Pasadena Fire Department publishes a lookup on the city site, and our free assessment checks it for you.
Did the Eaton Fire actually burn inside Pasadena city limits?
Yes. The heaviest destruction was in neighboring Altadena, but the January 2025 fire forced evacuations across northeast Pasadena, including streets near Eaton Canyon and Kinneloa Canyon Road, and destroyed the Pasadena Jewish Temple and Center on North Altadena Drive.
When does Zone 0 enforcement start in Pasadena?
Final state regulations are expected late 2026. New-fence and rebuild rules apply immediately at adoption. Phase 1 clearing for existing homes follows, estimated 2027 to 2028, and Pasadena sets its own Phase 2 schedule as the local enforcing authority.
