Zone Zero Deadlines for Pasadena Homeowners
What Zone 0 requires, by date
Two dates are fixed by the state's process. The rest belong to Pasadena.
| Requirement | Deadline | Who sets it |
|---|---|---|
| New combustible fences banned in the zone | Immediately at adoption (expected late 2026) | State regulation |
| Rebuilds and new construction comply | Immediately at adoption, no grace period | State regulation |
| Phase 1: clear combustibles from 0–5 ft | Estimated 2027–2028 | State regulation, enforced by Pasadena Fire Department |
| Phase 2: replace built items (fences, gates, decks) | Up to 5 years after adoption | City of Pasadena |
Your jurisdiction sets the specifics. Pasadena runs its own fire department and adopted the state's 2025 hazard map by its own ordinance. The Phase 2 window, inspection cadence, and any local refinements will come from the city, not Sacramento. When Pasadena publishes its schedule, this page updates.
Deadline questions, answered
What is due immediately when regulations adopt?
Two things: no new combustible fences within the ember-resistant zone, and full Zone Zero compliance for rebuilds and new construction in the Very High zone. Both apply from day one, expected late 2026.
How firm is the 2027 to 2028 Phase 1 estimate?
It is an estimate derived from the April 17, 2026 Board of Forestry draft and its phase-in structure. The final adopted text sets the real date. Treat 2027 as the planning horizon, not a promise of extra time.
Why does Pasadena get to set the Phase 2 deadline?
The state framework deliberately hands built-item replacement scheduling to the local Authority Having Jurisdiction. In Pasadena that is the Pasadena Fire Department and the city council behind it, with a ceiling of 5 years after adoption.
Is there any deadline for homes outside the Very High zone?
No. Zone Zero obligations attach to parcels mapped Very High. But about 4,600 Pasadena parcels are in that zone after the March 2025 remap, and the additions surprised many owners near the Arroyo Seco and in upper Hastings Ranch. Check your parcel before assuming.
